What the AGF didn’t think about before this messy fight

Next week, the Senate President and his deputy will appear before an Abuja High Court to answer charges bordering on forgery. This has generated all kinds of protest from a number of Senators, especially members of the opposition.

The recent criminal charges filed by the Attorney General of the Federation (AGF) show that the face-off between the Executive and Upper Chambers is not going away anytime soon. This new dimension is not likely to augur well for the populace.

In reacting to the recent court summons, the PDP has announced that it will cease to support the President. This might mean delaying any Executive Bill. But this is not actually the most worrisome dimension the fight might take.

These aggrieved lawmakers might not stop at harassing the AGF when he appears before them, they might also decide to fight dirty. And of course waste tax payers’ money in subsequent legal battles. Just as a Federal Court in America ruled that Congress had the standing to sue Obama for his administration’s health care spending, President Buhari could also be sued. And these aggrieved Senators might explore this option.

These counter legal battles would surely be a distraction to the Executive and Legislature. And, of course, governance might take the back burner.
In the U.S., though Presidents have immunity from civil lawsuits that claim their executive decisions inflicted personal damage on someone else, they can be sued for actions they take as Executives. This might be applicable in Nigeria.

Yes it might. Even though Subsections (1) and (3) of Section 308 of the country’s constitution provide immunity for the President and his Vice, Subsection (2) states clearly the circumstance under which the President cannot claim immunity.

This subsection reads: “The provisions of Subsection (1) of this section shall not apply to civil proceedings against a person to whom this section applies in his official capacity or to civil or criminal proceedings in which such a person is only a nominal party.”
Note that by referring to “this section”, the above quoted subsection refers to the immunity provisions of the whole Section 308.

All the Senate has to do is to consult its lawyers on the wording of the lawsuit. Obviously, no matter what the Courts might have said about the immunity of the Executive, a properly framed lawsuit of this nature would require interpretation at the nation’s apex court. All these cost money and would distract both parties from governance.

Since this is likely going to be a street fight, it might not matter to PDP Senators that their own governors might be affected by the interpretation of this section. It would surely be aimed at destabilizing the Executive as much as it has destabilized the Senate.

Obviously, it might be possible to prosecute the President without infringing on his immunity. If these charges are presented in such a manner to look like the President has breached his official duty, or if he is joined as a nominal party to an action, even though he remains the prime target, Subsection (2) of Section 308 might be applicable.

It might cause a political tsunami if Section 308 is interpreted in a manner that will weaken the powers of the presidency. This might not be likely. But, the badly bruised Senate, which is actually a co-equal branch of government with the Executive, might not hesitate going into this kind of fight.

Furthermore, the Senate might go ahead to prove to the Executive that it can also be investigated by the Police for any crime or offence. The law might actual have given room for the kind of investigation being carried out on Ayo Fayose, the governor of Ekiti State.

For example, the Supreme Court has made it clear that a person who enjoys immunity under Section 308 can also be investigated by the police for any crime or offence as required by Section (4) of the Police Act for purpose of preserving the evidence, and to be used after the expiration of the person’s tenure. Of course, this evidence could be used for impeachment as well.

A powerful arm such as the Senate can force the apex court to interpret these laws as it applies to the President. This would surely distract the President and ultimately impoverish the masses, who might be abandoned when the warring parties concentrate on these suits.
Reports have it that some Senators are already contemplating the impeachment option. Should the kind of arrangement which brought in Saraki be reached with some APC Senators, the country might be shocked with an impeachment proceeding. There will always be an allegation to take the Executive on!

All these would be in a bid to call the President to order. At the end, the President might win, but the nation will suffer.

Sadly, what he AGF might have done, inadvertently, is to drag the Judiciary into a political tussle between the Executive and the Senate. Legal scholars say courts are usually uncomfortable getting involved in battles between the Executive and the Legislature.

A political solution should be reached for the interest of our democracy. It seems all the gladiators are hell bent on flexing their muscles. When the house is finally set ablaze, people might blame the Executive for setting the fire in the first place.

WAR AGAINST CORRUPTION WILL BE VIGOROUSLY SUSTAINED - PRESIDENT BUHARI

President Muhammadu Buhari pledged Tuesday in Abuja his administration's ongoing war against corruption will be vigorously sustained to rid the country of the debilitating effects of the wanton looting of public funds in past years.
Addressing State House staff who assembled to welcome him back from his recent vacation, President Buhari assured them that he will continue to lead the country with patriotic zeal, integrity, dedication and commitment to improving the living conditions of ordinary Nigerians.
"I have never in my life believed in corruption. If we make any mistake in what we are doing and compromise our integrity, the country will be further dragged back.
"We’ll not touch anybody that did not touch public funds. If you behave yourself, you will sleep soundly, your children and families will enjoy respect.
"But if you have short-changed the treasury, you will be caught and you’ll have your day in court,’’ the President said.
President Buhari thanked the State House staff for their service to the nation  and urged them to remain patriotic and eschew corruption in the discharge of their duties.
"I’m asking you to re-dedicate yourself to your country. As I said thirty years ago we have no other country than Nigeria. We are determined to rehabilitate the country for coming generations.
"The process of change is not easy but with your dedication, we can deal successfully with the issues that currently confront us,’’ the President said.

THE CROWN/HOUSE WHERE LIES, DECEIT AND ILLEGALITY REIGNS.

On the fake passport issued by the Nigerian Immigration to Aisha Buhari that is now circulated Online by the presidency and APC, this is what Donald Ekpo has to say:

It is rather unfortunate that Nigeria and Nigerians have found themselves in a dire situation where they are being led by a family that is full of deception, while pretending to be one with integrity. What a home.

If the husband is not lying about how they are borrowing N27m to buy nomination forms when the wife is donating N300m to charity, the daughter is living a flashy lifestyle in the UK. If the husband is not lying that he is worth only 150 cows and a house in Kaduna, the wife is wearing a N10m wristwatch that she claimed was a gift. If the husband is not lying that he completed his secondary school certificate, while hiring 21 lawyers to appear in court on his behalf when asked to provide same, the wife is claiming it is another Aisha Buhari that was an accomplice in a $170m money laundering. How do we cope with such a family as a Nigerian first family?

The level of dumbness and urgent response to defend their lies is another subject of concern. When the husband is not asking for the school to quickly release a fake WACE certificate in 2015 with a 73 year old man's picture as that which was obtained in 1962, the wife is generating a fake passport issued in 2012 to replace that of an Aisha Buhari that was involved in money laundering in 2006.

The level at which their folly is expressed in an attempt to fool Nigerians is legendary. To think that the International Passport of a pseudo Aisha Buhari appeared online 4 hours ago today only after the court judgement indicting the wife was made public is marvelous. In their little deceptive brains, they have ones again successfully decieved Nigerians.

Yet unfortunately, these are the bunch of unintelligent criminals we have to deal with for another 3 years as the Nigerian first family. Nothing, not even one thing has appeared intelligent or straightforward from these people. And interestingly, we have a conglomerate of clowns online that actually believe in them. What a world...

Breaking news: NASS Cancelled Dinner

Federal lawmakers have cancelled a dinner with President Muhammadu Buhari, probably as a result of the ongoing crisis in the national assembly.

The development comes hours after the caucus of the Peoples Democratic Party (PDP) in the red chamber announced withdrawal of its support for the president.

Ekiti State Governor, Mr Ayodele Fayose has opened up on how his election was funded two years ago by the Zenith Bank Plc, fund raising, donations from friends and associates as well as sales of campaign souvenirs, saying; “I have no financial transaction whatsoever with the Office of the National Security Adviser (ONSA) under Col Sambo Dasuki (rtd) and former Minister of State for Defence, Senator Musiliu Obanikoro either by cash, cheque or electronic transfer.”

In a statement signed by his Chief Press Secretary, Idowu Adelusi, the governor challenged the Economic and Financial Crimes Commission (EFCC) to publish statements made by Senator Musiliu Obanikoro, his son or any other person associated with money from the NSA office where they claimed they gave him money for the election, adding that “EFCC is only acting a movie scripted, produced and directed by the All Progressives Congress (APC) government of President Mohammadu Buhari just to silence me being a major opposition voice in the country.”

On the alleged involvement of President Buhari’s wife, Aisha Buhari in the Halliburton scam, the governor challenged the president’s wife to visit the United States of America to convince Nigerians that she was not the Aisha Buhari mentioned in the judgment, convicting William Jefferson.

He said; “it is on record that the President has visited USA three times and his wife did not travel with him. Equally, she ought to have visited USA last year September to chair a United Nation programme but she sent wife of the Senate President, Mrs Toyin Saraki to represent her.”

The governor said; “the management of Zenith Bank, which majorly funded my election, called me to a meeting where I was assured that fund will be provided for my election.  I was asked to nomine a trusted ally to be related with and I nominated Mr Abiodun Agbele.

“All the payments into Abiodun Agbele’s account domiciled in Zenith Bank were directly from Zenith Bank. In actual fact, the account was opened by Zenith Bank hurriedly at that time and Abiodun Agbele’s identity card which ought to have been collected before the account was opened was only collected last week in the bank’s desperation to perfect the account obviously after submitting to the intimidation and harassment of the EFCC.

“Most of the funds posted into Agbele’s account were through the Ibadan, Akure and Lagos branches of the Zenith Bank and sometimes; they brought cash.

“Assuming but not conceding that cash moved from Lagos to Akure as being claimed by the EFCC in its usual manner of media trial, was meant for my election in Ekiti, why was the cash not moved to Ado Ekiti branch of Zenith Bank or the cash handed to me directly? Why was it deposited into Zenith Bank, Akure and did the bank make any report on the transaction to the appropriate authorities? Why did the bank send its bullion van to move the money from Akure Airport to their Akure branch if it was illegal money?

“I must say it categorically that I don’t have any link financially with Obanikoro and I know as a fact that he (Obanikoro) has not; and cannot mention my name, as beneficiary of whatever money any company in which he has interest could have gotten from the ONSA if truly Obanikoro collected money from the ONSA as being claimed by the EFCC.

“Therefore, bringing Obanikoro and his son’s narrative or that the Zenith Bank is telling different stories, having been blackmailed and coerced into submission by the EFCC is a joke that will not fly.

“I wish to state further that if it becomes evidently clear that those who willingly provided money for my election can no longer stand by what did, may be because of threat from the EFCC, I will not hesitate to name names.”

The governor, who challenged the EFCC to also beam its searchlights on the funding of APC elections, especially that of President Buhari, said; “Since we are now in the era in which financial assistance from Nigerians to fund elections is being criminalised, the international community, especially those funding EFCC must insist that the commission probes the funding of APC elections before further funds are released to the commission.

“Most importantly, Nigerians are interested in the $60 million allegedly donated to the APC campaign by Sahara Energy, on which EFCC has been forced to suspend investigation.

He said it was obvious that he has become the main headache of President Buhari’s government, adding that; “what they are doing now is part of their grand plots to intimidate and harass me into submission but I am not someone that can be cowed by threats of incarceration and death.

“I advise that they should keep their gun pounder dry and wait till the end of my tenure in 2018 and I want to assure them that I will be available to answer any of their questions, no matter how unreasonable.

“Furthermore, Nigerians should know that I have been persecuted by the EFCC before, using phantom N1.2 billion poultry scam and I came out victorious. I was not only acquitted, I got N10 million judgment against the EFCC and my impeachment that was orchestrated by the EFCC was quashed by the Supreme Court.

“Nigerians should recall that it was part of this plot to get back at me because of my critical stance on Buhari’s government that the Ekiti State House of Assembly was invaded by men of the Department of State Service (DSS), placement of travel ban on me and lately, illegal frozen of my account by the EFCC.

“I therefore make bold to state that in the overall interest of democracy and well-being of Nigerians, I will continue to speak my mind on issues bordering on governance in Nigeria. I will not be intimidated!”

It is with great pleasure and sense of responsibility I address you this morning as the new Ag. Inspector General of Police of our beloved great country. I want to thank Almighty Allah for this day and want to show my utmost thanks and appreciation to the President, Commander-in-chief of the Armed Forces of Federal Republic of Nigeria, and the Chairman of the Nigeria Police Council, President Muhammad Buhari, GCON, for having the trust and confidence in me and for appointing me to this exalted position. I promise not to fail this nation in our quest to make the citizens of this Country safer and also to ensure that our nation remained united and peaceful. I want to use this opportunity to inform you of our policy direction in the management of our Police Force from this day.
The Nigeria Police Force will henceforth be guided by the international core values of policing with integrity, ensuring that the rule of law prevails in our actions and activities, and to strictly respect diversity, courage, compassion and professionalism. The Nigeria Police also would operate within the principles of Democratic Policing which is an institution that is responsive, respresentive and accountable to its citizens at all times.
The Nigeria Police Force will henceforth, have as its main focus, integrity and accountability as its cardinal operational principle in all its actions and will be decisive on any of its personnel that deviate from its core values.
In order to establish and maintain high standard of behaviour in our official conduct and to eliminate impunity and ensure transparency in the application of the above core values, we will ensure that the following activities will be carried out immediately by this administration: -

1. Responsive Police Institution: - It will be against work ethics henceforth for any Police Commander at any Command level to treat complaints with levity, and complaint received from members of the public must be treated within shorted possible time to the satisfaction of the complainant. This is in line with one of the principles of democratic policing which states that a democratic police institution must be responsive to the yearnings of the community.

2. Transparency and Accountability in the Management of Police cooperative and Police insurance schemes:-
The management of Police Cooperative and insurance schemes which are investments made by the members of the force will henceforth be made more transparent and accountable to the generality of the police personnel, especially the ranks and file who constitute the largest contributors. A lot can be achieved in our efforts to enhance the welfare of the police personnel through genuine utilization of these two investments. The accounts of these institutions bodies will be made more transparent and accountable to the entire members of the force, and contributors will have more say in the running of these accounts and on how their investments will be utilized on daily basis.

3. Strengthening of the Police X-Squads Units to fight corruption amongst civil servants: - In our effort to give a boost to the current administration’s war on corruption, the Police management will strengthen the police x-squad units in the Police Commands with the deployment of thoroughly vetted, selfless and patriotic officers to tackle corruption and abuse of office within the police organization and amongst the Federal, States and local government levels. The personnel deployed to this anti-corruption unit will be supported with incentives to make them more effective in the discharge of their duties.

4. Cheap and Affordable Housing for Ranks and File:- This administration will leave no stone unturned to look into the issue of provision of cheap and affordable accommodation for the police ranks and file to own individually.

5. Availability of Police Uniforms and accoutrement:- Making  uniforms and accoutrement available for members of Ranks and File will be a priority of this administration. Henceforth, appearance of every police officer will be taken seriously.

6. Payment of Salaries:- Prompt and timely payment of salaries of serving personnel will a cardinal objective to be vigorously pursued by this administration. I promise that we will ensure that the police are not at disadvantaged position compared to other Security Agencies in terms of salaries and other entitlements.

7. Establishment of Forensic Laboratories in the six geopolitical zones in the country: - In order to enhance the investigative capacity of the Nigeria Police, concerted effort will be made to establish at least one police forensic laboratory in each of the six geopolitical zones of the country. This will boost the capacity of the police to effectively and efficiently investigate and prosecute crime within the organization.

8. Establishment of Joint Operation Centres in States Police Commands:-  Coordination with other security agencies is very critical at this period of security challenges in the country. Therefore, there shall be established in every Police Command headquarters a joint operation center for effective coordination and synergy with other security agencies to adequately respond to major crises 24/7. This will bring our daily operations closer and will build more trust and confidence amongst us.

9. Establishment of Criminal Database in all Police Divisions Nationwide:- Effective criminal database in police divisions will enhance the police capacity for effective investigation of criminal cases in Nigeria. This administration will establish database in all Police divisions in the country.

10. Reorganization and Restructuring of Special Anti-Robbery Squads:- Violent criminality is gradually taking over our streets, neighborhoods and communities. In order to address these ugly challenges, the Special Anti-Robbery Squads in the State Commands will be restructured, reorganized and made more robust to reverse these ugly trends in our communities. The personnel deployed to these squads will be trained, retrained and motivated accordingly to perform their duties.

11. Reorganization and Restructuring of Police Special Units (PMF AND CTU);- The time has come for the Nigeria Police to  play more active role in the unity and stability of this great country. This can only be achieved through the reorganization and restructuring of the Special Police Units of Mobile Force and Counter Terrorism Units. This administration will vigorously pursue the reorganization and restructuring of these Units so as to make them more professional and organized. The following will be vigorously pursued:

11.1 Deployment of Special Units:- Hence forth, deployment of special unit’s personnel to individual businessmen and private companies must be critically reviewed, these units are established to tackle serious security challenges in the country such as riots, terrorisms, and counter insurgency operations. Their deployment will be focused on the locations where we experience the challenges

11.2 Capacity Building: - Efforts will be vigorously pursued to provide capacity to these special units in form of professional training on human rights, use of force, operational deployment procedures and other subjects that are applicable to their duties.

11.3 Housing of Police Special Units in Barracks:-        Concerted effort will equally be pursued to ensure the provision of barracks to house all personnel of Police Special Units such as PMF and CTU. This will be a major focus of this administration. This will enhance the effectiveness and efficiency of these units. Housing them in the barracks will enable quick mobilization and will also enhance their cohesiveness as a police striking force.

12. Posting Of Female Officers in Command Positions in States ;- One of the Principles of Democratic policing is a police institution that is responsive, representative and accountable to its citizens. Therefore, because the female population in Nigeria accounts for about fifty percent of the population of this country, emphasis will be in place for the posting of female police officers in command positions. This will boost the morale of female Police officers.

13. Establishment of Eminent Persons Forums in the States of the Federation: - As part of Community policing strategies to tackle ethnic and religious upheavals that have bedeviled several parts of the country,

the Nigeria Police in collaboration with States shall establish Eminent Person’s/ Stakeholders’ forum in every Police Command to help in mediation in to security challenges. The Forum will be composed of retired civil servants, Religious leaders, retired senior security officers and traditional/community leaders. They will assist in mediation and social controls during security challenges in any part of the country. This forum shall meet periodically and reports forwarded to the police headquarters for necessary action. I therefore solicit the support of our elder Statesmen in our various communities to consider this look at this as their contribution to the general peace and stability of the country.

Finally, I wish to call on every citizen of this great country to support and cooperate with the police to make Nigeria safer and more united. As we are all aware, the security of our communities is the responsibility of all of us, I seek the support of every citizen to give the Nigeria Police Force maximum cooperation to ensure that this country shall continue to be more united and prosperous.
Once again I want to thank Mr. President for the confidence and promised to effectively discharge this onerous responsibility.
May Almighty Allah continue to bless this great country and guide the President of the Federal Republic of Nigeria.

LET THE WHISTLE BLOWING AND CORRUPTION WAR BE FAIR AND NOT WITCH HUNTING

If you do not see how ridiculously selective this much touted war on corruption is, then you are at best an ostrich fiddling in the sand. But you are more likely a hypocrite. I apologize if I am the first to tell you who you truly are. Pardon me.

Listen, its not about Fayose or anyone else. It's about a manifest abuse of our already languid institutions.
It's about a desperate attempt to silence all voices of dissent, especially that of the opposition.

If Fayose were a silent governor like the bunch of them from south East whose wards are daily murdered in cold blood by the military and they cower and tremble, his accounts would be free today no matter how much was traced to it. Don't pretend you don't appreciate this reality. It's an unfortunate one but it's just the way it is.

If Bukola Saraki, corrupt as he may be, were not the prodigal son who dared his father, CCT would be as sleepy as it has always been. Ask yourself how many other false declarations they've fished out since Saraki.

If Saraki and Ekweremmadu were not such 'disrespectful' fellows, we would not be hearing about the alleged forgery of documents. What, after all, has happened to Ita Enang who literally stole and doctored the budget document? He never even denied it. Then some folks took off from where he stopped and splattered 'pads' all over the document. Do we even know their names?

By all means fight corruption. By all means freeze accounts. Just don't fight some and reward others. It makes a mockery of the whole thing and only a hypocrite would pretend not to see the real motive.

The symbol of justice is blind. When you appear before it, it puts you on the scales and judges you by the way you tilt.
Do not CHANGE ours.
Do not unblind ours.

Let it not see that the one before it funded the President's election campaign from corrupt means and must not be touched.

Let it not see that the one before it carries a broom and must not be struck down.
Let it not see if the person before it worships on a Friday or a Sunday. Let it not see that you are dressed like an Hausa, Yoruba or Igbo man.

By all means let it remain blind and mete out blind Justice. Above all, let it not decide who must be brought before it and who must not. I believe that the President came back with a better set of ears and improved hearing. I have no energy to wail. There's hunger in the land and hungry people wail with restraint.
Yes, even 'wailing' would no longer come easy.

Governor Oshiomhole Panics Over Pastor Ize-Iyamu’s Guber Victory, Orders Ban Of Airing His News, Jingles On The State’s Own TV/Radio

The victory of Pastor Ize-Iyamu in the just concluded election of the PDP primaries at the Dr. Samuel Ogbemudia Stadium a few hours ago in Benin City has jotted Governor Adams Oshiomhole to the bone marrow, thereby ordering the immediate ban of the airing of the news in the state own media outfits.

The blazing politician turned televangelist pastor swept his way through the PDP ticket for the September 10th governorship election after defeating his two major rivals; Hon. Matthew Uduiyekemwen and Dr. Solomon Edebiri. Pastor Ize-Iyamu pulled 584, while Hon. Matthew and Dr. Solomon scored 91 and 38, respectively.

A female journalist, (name withheld) who was in Edo State for a period of two weeks on a nonviolence campaign awareness from Lagos State revealed to FreePress that she was shocked when her TV Programme, titled “No Your Aspirants” was removed from the state’s own EBS TV and Radio programmes because Pastor Ize-Iyamu’s name and picture appeared along with the other aspirants across party line.

She further wrote on her Facebook “My TV programme in Benin City for a peaceful election meant to run on the state’s own TV stations was frustrated due to some very bias rules and regulations that suddenly got implemented by the state government was more than a heartbreak…”, she lamented.

Miffed by the development, an activist (name withheld) said it is anachronistic to have such obnoxious rule implemented by any self-respecting government. The activist insisted that such banning order is against the rules of Nigeria Broadcasting Commission, NBC. “The state’s own TV and radio stations are run by the tax payers’ money and that qualifies every aspirant/candidate to use the platform for the purpose of selling themselves to the voting public”, the activist said. 

When contacted, a senior manager at the Edo Broadcasting Service, EBS, declined to comment on the allegation of preventing other aspirants other than the APC candidate from using the TV/Radio stations.

The last is yet to be heard from the emergent political gimmick as Edo electorate look forward to September 10th governorship election.

EFCC FREEZES GOV. FAYOSE ACCOUNT

The economic and financial crime commission(EFCC) has frozen the personal account of Governor Ayo Fayose with Zenith Bank. In blatant disregard of provisions of Section 308 of the Constitution of the Federal Republic of Nigeria (as amended) which grant Gov. Fayose immunity from prosecution.

You may ask how freezing Fayose's accounts affect his immunity. Well, EFCC cannot freeze his accounts without a court order. And to obtain a court order EFCC has to institute civil or criminal proceedings against him. And Section 308 of Constitution of Federal Republic of Nigeria prevents EFCC from doing so.

So the legal team of gov. Ayodele fayose in person of Barrister Ebun-olu Adegboruwa. Wrote ....

Freezing of Fayose's Account is Illegal

There is no other way to describe it.

1. To freeze an account, there must be an order of court.

2. For the court to make an order, there must be papers (court process) filed in court and signed by the judge.

3. Section 308(1)(a) says no suit can be instituted against Fayose in any court in Nigeria. So, no process of court can be issued, signed or served, if it bears Fayose's name, in his personal capacity.

4. By sections 26-34 of the EFCC Act, a suspect must have been arrested for his account to be frozen. By section 308 of 1999 Constitution, Fayose cannot be arrested and his bank account cannot be frozen.

We must encourage EFCC to act according to law, or else we go into full blown dictatorship.

There is no controversy in this matter. EFCC should de freeze the account, pile up its investigations and wait for Fayose to complete his tenure. Pure and simple.

EXCLUSIVE HALLIBURTON: U.S WANTS AISHA BUHARI, ATIKU, KACHIKWU PROSECUTED… SAYS EFCC HAS ALL IT NEEDS

The United States has said the Economic and Financial Crimes Commission, EFCC, has all it needs to prosecute all those implicated in the Halliburton scandal including Mrs. Aisha M. Buhari who allegedly wired $170,000.00 in bribe to disgraced Congressman Williams J. Jefferson in 2002.

A 16-count indictment, returned by a federal grand jury in Alexandria, Va., charged Jefferson with solicitation of bribes from Nigeria and other places, honest services wire fraud, money laundering, obstruction of justice, violating the Foreign Corrupt Practices Act, racketeering, and conspiracy.

The indictment alleges that from in or about August 2000 through in or about August 2005, Jefferson, while serving as an elected member of the U.S. House of Representatives, used his position and his office to corruptly seek, solicit and direct that things of value be paid to Jefferson and his family members in exchange for his performance of official acts to advance the interests of people and businesses who offered him the bribes.

The U.S Justice Department had at the time requested the EFCC through a letter with Ref: MEW:DPW:KDL:AV 1 File 182.23818 dated June 22, 2006 to investigate Mrs. Aisha M. Buhari and several others linked with bribing Congressman Jefferson.

Mrs. Buhari, Atiku Abubakar, Dumebi Kachikwu, Otunba Fashawe, Aliyu Maigari and others were named in a long chain of Nigerian and American bribe takers that spirited about $45 million—for a technology transfer deal—to the US between 1996 and 2002. 

Atiku, chairing of the Petroleum Technology Development Fund, PTDF, then, was, alongside US Congressman Williams J. Jefferson, Siemens, Halliburton, and others, indicted in a U.S. Senate report sent to the EFCC for investigation in 2006. 

Peter Carr, Spokesman of the DOJ confirmed the Sentencing memo of Jefferson which indicted Aisha M. Buhari, Abubakar Atiku and others but declined to speak further on the issue in an email to Pointblanknews.com.

“Thank you for reaching out to us. We’ll decline to comment beyond what is referenced in the sentencing memorandum,” Carr said in an email to Pointblanknews.com.

A source in DOJ told pointblanknews.com that because Jefferson is currently appealing some of his convictions, DOJ may not want to comment further on the matter.

 

The Sentencing Memorandum obtained byPointblanknews.com from the U.S District Court Eastern District of Virginia listed as exhibit, a wire transfer to Congressman Jefferson from an account owned by Aisha M. Buhari.

transfer from account in Nigeria in the name of Aisha Buhari to an account in the name of The ANJ Group, LLC, identifying “William Jefferson” as Beneficiary), Government Exhibits 36-90

and 36-91 (11/28/03 $50,000 wire transfer from account in British Virgin Islands in the name of Dawson Creek Traders to an account in the name of Jefferson Interests, Inc.),” the 37page sentencing memo said on its page 22.

Curiously, since President Mohammadu Buhari was elected President, the first lady has never followed him to his numerous U.S trips. At the United Nations General Assembly in 2015, she rather sent the wife of the Senate President, Bukola Saraki, to represent her at the First Lady’s Conference of UNGA.

Sources told pointblanknews.com that even though Jefferson is currently serving Jail time, those linked to his crime are still being sort after for questioning.

The source confirmed that while Mr. Kachikwu offered to testify against Jefferson, Mrs. Buhari was nowhere to be found during the FBI probe of the matter, reason why she has stayed away from the U.S.

 The U.S Senate report, FBI reports and U.S Court papers on the allegations have remained in the coolers of the EFCC as the agency appears to be lacking the political will to carrying on the prosecution.

U.S Investigators had in 2006 asked the EFCC to investigate Bank records of accounts held by Hajiya Aisha M. Buhari from January, 2001, to present, including, but not limited to, accounts at Citizen International Bank, Plot 130, Ahmadu Bello Way, Victoria Island, Lagos, Nigeria. The bank records should include documents relating to any wire transfers of $10,000 or more.

Although the Presidency through a text message to Pointblanknews.com by Mallam Garba Shehu said the Aisha M. Buhari is not the same as the President’s wife.  U.S investigators said investigations by EFCC would identify the real Aisha M. Buhari named in the documents.

Shehu had also threatened to suePointblanknews.com should it publish the reports linking the first lady to the Halliburton/iGate scandal.

The FBI had also asked the EFCC to investigate:                                  

a. Any and all documents in the possession of NDTV and its present or former officers, employees, or representative (including, but not limited to, Otunba Oyewole Fashawe, Ahmed Vanderpuije, Dumebi Kachikwu) relating to or involving some of the above listed individuals and entities

Any and all documents in the possession of any Nigeria public official or agency- including but not limited to the Nigerian Communications Commission, Ministry of Communications, Nigerian Embassy to the United States, Nitel, and the Managing Director of Nitel- relating to or involving some of the above listed individuals and entities

c. Correspondences between United States Congressman Williams Jefferson and Vice President Alhaji Atiku Abubakar relating to any U.S. based business venture in Nigeria 

d. Correspondences between United States Congressman Williams Jefferson and Jamilah Jennifer Atiku- Abubakar , wife  of  Vice President Alhaji Atiku Abubakar, relating to any U.S. based business ventures in Nigeria

e. Correspondence between iGate, including its officers and representatives and Vice President  Alhaji Atiku Abubakar and any other Nigerian Public official

f. Correspondence between NDTV, including its officers and representatives and Vice President Alhaji Atiku Abubakar and any other Nigerian public official

g. Correspondence between Atiku Abubakar (or any of his subordinates or representatives), and any government official or agency, including Nitel, relating to some of the above listed individuals and entities

h. Any and all documents in the possession of Rosecom.Net and its present or former officers, employees, or representatives (including Suleiman Yahyah) and any Nigerian public official or agency ( including Nitel and its officials, employees or representatives) relating to business ventures involving IGate or W2-IBBS Limited

i.Any and all records and documents relating to any concessions for petroleum products transferred to some of the listed individuals or entities

j.Toll records from January 2001 to the present for telephone 23410803504000, which number has been used or subscribed by Atonte Diete –Spiff

k. Any and all documents in the possession of the Nigerian Embassy in the United States related to any travel to Nigeria by Congressman Williams Jefferson in connection with U.S. business ventures in Nigeria, including, but not limited to

l. Records from the Sheraton Hotel & Towers related to the stay of Congressman William Jefferson, Vernon Jackson, and any other party affiliated with Jefferson and Jackson during the February, 2004 trip

m. Records from the Sheraton Hotel & Towers related to the stay of Congressman William Jefferson, Vernon Jackson, Patrick Gerdes, Adolfo Lambaren, BK Son, and any other party affiliated with Jefferson and Jackson during the May, 2004 trip

n. Records and filing relating to some of the listed entities. The requested documents include, but are not limited to company formation documents, shareholder documents, ownership record, management documents, documents relating to payment of fees related to company filings, and any other company information. The request was particular on Diverse Communications Limited, a company associated with William J. Jefferson through which he was to collect kickback in form of percentage of profit for his official act in respect of NDTV / IGate deal

PMB RETURNS TO NIGERIA

President Muhammadu Buhari on Sunday returned to Nigeria after spending 14 days in London, United Kingdom.

The presidential jet that conveyed the President landed at the Presidential Wing of the Nnamdi Azikiwe International Airport, Abuja at about 5.33pm.

He was received by Zamfara State Governor, Abdulaziz Yari; Kogi State Governor, Yahaya Bello; members of the Federal Executive Council, top government officials, federal lawmakers and service chiefs among others.
On arrival, Buhari inspected a guard of honour mounted by men of the Guards Brigade.

With the elaborate airport ceremonies over, the President and some top aides left for the Presidential Villa.

Nigerian States get 22 conditions to access fresh N90billion bailout

The Federal Government has spelt out 22 stringent conditions Nigeria’s 36 states must fulfill to be eligible to draw from the N90billion set aside to bail out states facing severe financial difficulties.

Most Nigerian states are broke and unable to pay salaries of workers, fund key services or execute development projects.

The states remained in financial hardship despite a July 2015 Central Bank of Nigeria-packaged special intervention fund that doled out between N250 to N300 billion in the form of soft loans to enable the states pay backlog of salaries.

The states also enjoyed a debt relief programme designed by the Debt Management Office (DMO) which helped them to restructure their commercial loans of over N660 bn, extending the life span of the loans while reducing the states’ debt-servicing expenditures.

That however failed to pull the states out of distress and the federal government is now considering a fresh N90billion loan package for them

But to access the funds, according to Babafemi Ojudu, the special adviser to the president on political matters, states must fulfill 22 conditions.

Mr. Ojudu posted the conditions on his Facebook page on Wednesday.

They are listed below.

1. Publish audited annual financial statements within 9 months of financial year end.

2. Introduction and compliance with the International Public Sector Accounting Standards (IPSAS).
Publish State budget online annually.

3. Publish budget implementation performance report online quarterly.

4. Develop standard IPSAS compliant software to be offered to States for use by State and Local Governments.

5. Set realistic and achievable targets to improve independently generated revenue (from all revenue generating activities of the State in addition to tax collections) and ratio of capital to recurrent expenditure.

6. Implementation of targets Implement a centralized Treasury Single Account (TSA) in each State.

7. Quarterly financial reconciliation meetings between Federal and State Governments to cover VAT, PAYE remittances, refunds on Government projects, Paris Club and other accounts.

8. Share the database of companies within each State with the Federal Inland Revenue Service (FIRS). The objective is to improve VAT and PAYE collection.

9. Introduce a system to allow for the immediate issue of VAT / WHT certificates on payment of invoices.

10. Review all revenue related laws and update of obsolete rates / tariffs.
Set limits on personnel expenditure as a share of total budgeted expenditure.

11. Biometric capture of all States’ Civil Servants will be carried out to eliminate payroll fraud.

12. Establishment of Efficiency Unit.
Federal Government online price guide to be made available for use by States.

13. Introduce a system of Continuous Audit (internal audit).

14. Create a fixed asset and liability register.

15. Consider privatization or concession of suitable State owned enterprises to improve efficiency and management.

16. Establish a Capital Development Fund to ring-fence capital receipts and adopt accounting policies to ensure that capital receipts are strictly applied to capital projects.

17. Domestication of the Fiscal Responsibility Act (FRA).

18. Attainment and maintenance of a credit rating by each State of the Federation.

19. Federal Government to encourage States to access funds from the capital markets for bankable projects through issuance of fast- track Municipal bond guidelines to support smaller issuances and shorter tenures.

20. Full compliance with the FRA and reporting obligations, including;

21. No commercial bank loans to be undertaken by States;

22. Routine submission of updated debt profile report to the DMO.

LAGOS STATE SHUTDOWN CWAY OFFICE

The Lagos State Government has shut down two water producing companies in Lagos, CWAY Nigeria Drinking Water Science and Technology Company Limited and Figol Water, for breaching safety standard.

The government said it is determined to ensure compliance with the state’s groundwater quality control regulation and the state drinking water quality standard.

Executive Secretary, Lagos State Water Regulatory Commission (LSWRC), Ahmed Abdullahi, who led the team on the compliance and enforcement exercise, also visited Nigerian Breweries Limited, La Casera, Cascade Waters, 7up, Coca Cola and Guinness Nig. Plc.

He said CWAY Limited was sealed for non-declaration of all its facilities and non-compliance as stipulated in the regulatory guidelines of the Lagos State Water Sector Law (LSWSL) 2004.

“This move is in line with the vision of the state government to curb the occurrence and spread of water borne diseases in the state, as well as improve the standard of living and promote safety culture at all times.

THAT DODGY RECRUITMENT AND THE "FOWL" SMELL IN THE FIRS.

I can tell you for free, I have first hand knowledge of Mr. Fowler employing a young female "friend" of his pal without protocols when he was in Lagos Inland Revenue Service  LIRS. In fact in LIRS it was reputed he kept a harem of pretty female employees. I never knew him but was a first hand witness to a certain pretty girl's employment who was introduced to him by his pal (who I knew) as his "friend" and heard some of her testimonies which were mind blowing.

Apparently Mr. Fowler must be definitely a bosom acolyte of the great Jagaban as he was one of the first people to be brought in to the Federal government as soon as APC won to run a very strategic organization like the FIRS. In my mind, I excused his excesses and I assumed he was a technocrat who knew his job because of the famed IGR of Lagos. However his performance in FIRS has exposed him as another paddy man who has being elevated by cronyism.

FIRS had a distinguished Chairman in the past called Ifueko Omoghui, she significantly reformed taxation and revenue collection in Nigeria that it was one of my first suspicions that GEJ was a lunatic not to have renewed her tenure for a second time when her tenure expired. (NOTE- I have being corrected that Ms Ifueko Omoghui completed her two terms as FIRS Chairman). He replaced her with a very effective successor  that when Fowler came in I was very excited. But truth be told Fowler has being a disappointment.

There are reports of arbitrariness and cronyism, obvious lack of administrative capacity, he fired a director without proper processes (he has called the director back    now), a lack of professionalism with friends and cronies daily hanging out in his conference room and office premises (the way folks used to hang in FCDA in those Abacha days under tree selling land allocation papers) doing nothing all day and occupying space that should be for official duties. Staff come for meetings in his conference room and his friends are just chilling there chatting and listening in to official information. There are also reports of him trying to influence procurement and projects for friends within the establishment. He treats staff, very senior staff with utmost disrespect in the presence of outsiders, seriously killing morale.

When he came he promised to raise N4.7 trillion for the FG in 2016, but he obviously he is not even going to achieve his self imposed target. As of today FIRS has generated about N900 billion for the FG while this time last year they were already on N1.7 Trillion (last year's total figures were slightly over N3 billion so how will he make it?). He is destroying all the structures on ground but what has caught everyone's attention is the CLANDESTINE RECRUITMENT of 346 employees to the institution.

The recruitment was neither advertised internally nor externally, in fact it was said he sought approval to bring in some of his team from LIRS and my investigations say about 100 of the 346 are from LIRS. the remaining 246 are friends, girlfriends and relatives of him, senators, reps members and other politicians. Not only were the vacancies not advertised, no real recruitment process was carried out. Mr. Fowler was said to have just compiled the names and ordered some staff to coordinate and organize an induction for the "new employees" which was carried out at the NICON Luxury Hotel Abuja for 3 days at the FIRS expense. Many of the grading for the employees were done arbitrarily and some girlfriends who didn't like their grades were said to have told him and he leaned on the induction team to put them on higher grades even if it was likely they neither had the qualifications nor working experience.

The FIRS is a cardinal arm of government, this kind of situation must not be allowed to happen. FG is not Lagos where once you settle the "bourdillon interest" you can do whatever you like. President Buhari's own personal integrity is at stake with all these very funny appointments (I am hearing terrible stories about the SGF too). Dear PMB, immediately probe this recruitment and Mr. fowler's handling of the FIRS since his appointment and FIRE him if these grave allegations are found to be true. You can't be said to fighting corruption sir if corruption is fully operating under your very nose.

My dear Asiwaju,

I am compelled to write this open letter to you because of the state of affairs of the Yoruba nation. Firstly, I wish to acknowledge that fate has put you in a prime position to determine to a large extent the direction that the Yoruba people will go. The indisputable truth is that one may quarrel with your politics but your sagacity is never in doubt. Even those who don't see eye to eye with you agree that you are imbued with unusual native intelligence, uncommon people skills and unrivaled foresight. You, more than any other person, has been the game changer since the advent of democracy in 1999. It is for these reasons that I have chosen to direct this letter to you.

My singular purpose is to tug at the strings of your heart. I am not writing to appeal to partisan considerations but to see, if per chance, I can pour out my heart to you in a manner of speaking. God has blessed you even beyond your wildest imagination. You have installed Senators and Governors. You have removed Governors and even a President. You have also installed a President. There is nothing you have wished for or desired that you didn't get. Fortune has smiled on you. Goodwill follows you everywhere you go. You have done very well- more than most men ever will. However, there is one area that is begging for your urgent attention. This area may well define you and all you have ever achieved. This matter, in my opinion, is the only difference between you and the late sage, Chief Obafemi Awolowo. Let me restate for the purpose of emphasis that this is the area in which the late sage and Leader of the Yorubas stand head and shoulders above you. It is the reason his name has been a constant denominator in our regional and national politics. It is the reason politicians, friends and foes invoke his name for political advantage and personal glory. It is also the reason why we can't stop talking about him almost thirty years after his death. What will anyone say about you thirty years after you have transited?

Asiwaju Sir, you may be wondering what I'm talking about? It is the issue of legacy. According to Peter Strople, 'Legacy is not leaving something for people, it is leaving something in people'. Legacy is building something that outlives you. Legacy is greater than currency. In the words of Leonard Sweet, ' What you do is your history. What you set in motion is your legacy'. You can't live forever, Sir. No one can. But you can create something that will. Enough of speaking in parables- I shall now speak plainly.

When destiny brought you on the scene, we were enamoured because you championed the case for true federalism. It was your belief then that the Yoruba nation will fare better under a restructured arrangement than under the type of unitary government we run while pretending by calling it a federal government. Everyone knows that there is nothing federal about our government at all. If truth must be told, the Yoruba nation has fared very badly since the advent of our new democracy. And this is not about holding power at the centre.

Let me bring this home: someone passed a comment recently that he would want Biafra to become a reality because he knows the Igbo nation will survive. That comment led me to deeper introspection as I wondered if the Yorubas can truly survive. Let me cite my first example. From Oyo to Osun, Ogun to Ondo, Ekiti to Kwara and Lagos, hardly will one see any serious industry or manufacturing concern owned by a Yoruba person. I am not talking about portfolio businesses or one-man business concerns. Most industries in Oyo State are owned by the Lebanese. The native business and industry gurus who dominated the landscape- Nathaniel Idowu, Amos Adegoke, Lekan Salami, Alao Arisekola, Adeola Odutola, Jimoh Odutola, Chief Theophilus Adediran Oni and others- are all gone with no credible replacements. I'm sure you remember the tyre factory of the Odutolas and how Jimoh Odutola was even asked by the Governments of Kenya and Ghana to set up a similar factory in their countries. Chief Theophilus Adediran Oni, popularly called T.A Oni & Sons started the first indigenous construction company in Nigeria. He willed his residence- Goodwill House, to the Oyo/Western state government, to be used as a Paediatric Hospital, which is now known as T.A Oni Memorial Children Hospital at Ring Road in Ibadan. This sprawling family Estate and residence was cited on a 15acre piece of land, 65 rooms, with modern conveniences, Olympic Swimming Pool and stable for Horses, etc.
People like Chief Bode Akindele started companies like Standard Breweries and Dr Pepper Soft drink factory at Alomaja in Ibadan. Broking House built by the late Femi Johnson, an insurance magnate, still stands glittering in the mid-day sun as an epitome to a rich history that Ibadan has. The most serious and only notable Yoruba entrepreneur we have now is Michael Adenuga. I say this quite consciously because most of the other names are oil and gas barons. Most of what stood as testaments of industry in Oyo State are gone- Exide Batteries, Leyland Autos and many others. In its place are shopping malls and road side markets but no nation develops through buying and selling alone- especially when you're not actually producing what you're selling. Hypermarkets and supermarkets have taken over because of the need to feed our insatiable consumer-appetite and foreign tastes. In one instance, an ancient landmark in the form of a hotel was demolished to pave way for a mall. That is how low we have sunk. If our past is better than our present- if we always look back with nostalgia frequently, then there is a problem.

The case of other states is not different. Osun's case is pathetic. Ditto for Ondo and Ekiti. Ogun State can boast of some factories at Sango-Otta and Agbara axis but most of them are not owned by the Yorubas. There is no significant pharmaceutical company owned by any Yoruba except for Bond Chemicals in Awe, Oyo State- and its wallet share is very insignificant. For Lagos State, more than 70% of the manufacturing concerns and major industries in the State are owned by the Igbos. If the Igbos were to stop paying tax in Lagos State, the IGR of Lagos State will reduce  by over 60%. In contrast, Sir, go to the South East and look at the manufacturing concerns in Onitsha, Aba and Nnewi. Please don't forget those were areas ravaged by civil war a mere forty something years ago. The Igbos have certainly made tremendous progress but the Yoruba nation has regressed. I wish to state that this letter is not meant to whip up primordial considerations or ethnic sentiments but just to put things in proper perspective.

Asiwaju, I will like to also talk about the state of education in the Yoruba nation. Our education has gone to the dogs. We have a bunch of mis-educated and ill-educated young men and women roaming the streets. Ibadan, for instance, had the first University in Nigeria and the first set of research centres in Nigeria ( The Forestry Research Institute,  the Cocoa Research Institute (CRIN), The Nigerian Cereal Research Institute Moor Plantation (NCRI), the NIHORT (Nigerian Institute of Horticultural Research), the NISER (Nigerian Institute of Social and Economic Research), IAR&T (Institute of Agriculture, Research and Training), amongst several others). Ibadan was the bastion of scholarship with people like Wole Soyinka, JP Clark, D.O Fagunwa and Amos Tutuola as residents. In the May/June 2015 West African Senior Secondary Certificate Examination, Abia came tops. Anambra came 2nd while Edo was 3rd. Lagos placed 6th while Osun and Oyo was 29th and 26th. Ekiti was 11th, Ondo State was 13th and Ogun State was 19th. In 2013 WASSCE, only Lagos and Ogun States were the Yoruba States above the national average. If we do an analysis of how Lagos placed 6th in 2015, you will discover that it was substantially because of other nationalities resident in Lagos. For proof, please look no further than the winners of the Spelling Bee competition which has produced One-Day Governors in Lagos State. Since inception in 2001, other nationalities have won the competition six times (Ebuka Anisiobi in 2001, Ovuwhore Etiti in 2002, Abundance Ikechukwu in 2006, Daniel Osunbor in 2008, Akpakpan Iniodu Jones in 2011 and Lilian Ogbuefi in 2012). Sir, there is something seriously wrong about our state of education. From the vintage times of Obafemi Awolowo who initiated 'free education', we have regressed into a most parlous state.

Let me talk about roads, housing and infrastructure . The first dualized road in Nigeria, the Queen Elizabeth road from Mokola to Agodi in Ibadan was formally commissioned by Queen Elizabeth in 1956. The first Housing Estate in Nigeria is Bodija Housing Estate (also in Ibadan) which was built in 1958. The state of roads in the Yoruba nation has become pathetic. Our hinterland are still largely rural. Even some state capitals like Osogbo and Ado-Ekiti are big villages when you compare them to towns in the South East. How many new estates have been built over the last decade? Even Ajoda New Town lies in ruins.

We have abandoned the farm settlement strategy of the Western Region and only pay lip service to agriculture. Instead of feeding others like we once did, others now feed us. We plant no tomatoes, no pepper and the basic food that we require. The Indians have bought the large expanse of water body that we have in Onigambari village. The water body in Oke Ogun of Oyo State can provide enough fish to feed the whole of the South West. From being a major cocoa exporter many years ago, one can point to just a few vestiges of factories that still deal with Cocoa in the Yoruba nation. 80% of Cocoa processing industries in the South West have been shut down. The Chinese have taken over the cashew belt at Ogbomoso in Oyo State. They have even edged out the indigenes as brokers. They now come to the cashew belt to buy from the local farmers, sell on the spot to other Chinese exporters who now process the cashew nuts and import them back into Nigeria at a premium. Sir, there are only 7 major cashew processing plants in Nigeria and you can check out the ownership. The glory has departed from the Yoruba nation.

Apart from Asejire, Ede, Ikere Gorge and Oyan dams built ages ago, where are the new dams to cater for increased population and water capacity for the Yoruba nation? How have we improved on what our heroes past left us? Maybe apart from certain areas in Lagos State, others can't even supply their citizens with pipe-borne water.

Our youth which we used to take pride in are largely a mass of unemployed and unemployable people. Have you noticed the abundance of street urchins, area boys, touts and 'agberos' that we now have all across the Yoruba nation? Have you noticed the swell in the ranks of NURTW (I mean no disrespect to an otherwise noble union)? Have you noticed the increase in the number of Yoruba beggars? There was a time that it was taboo for a Yoruba man to beg- but no more. The spirit of apprenticeship is dead. There was a time that people who learn vocational skills celebrate what we referred to as 'freedom'. While that is largely moribund now in the Yoruba nation, the Igbos still practice it with great success.

The only thing we can boldly say the Yoruba nation controls is the information machinery- the press. We own largely the newspapers- the Nation, Punch, Nigerian Tribune, TV Continental and a few others. It is because of our control of this information machinery that we have rewritten the narrative in the country with the misguided self-belief that things are normal and we are making progress. A look beyond the surface will prove that this is so untrue.

We are largely divided. For the first time in the history of the Yoruba nation, religion is about to divide us further- and it is starting from Osun State. You are married to a Christian. My own father-in-law is an Alhaji. That is how we have peacefully do-existed but the fabrics are about to be torn to shreds because of poor management of issues. Afenifere has been reduced to a shadow of itself. OPC that once defended Yoruba interests has gone into oblivion. Yoruba elders have been vilified in the name of politics and partisanship. It is no longer news to see teenagers throwing stones at their elders because of their political indoctrination. Even under the late sage, Chief Obafemi Awolowo, the Yorubas never belonged to just a single party- yet our unity was without blemish. Now, our values have gone down the drain.

Asiwaju, I believe I have said enough. The task is Herculean but I believe Providence has brought you here for such a time like this. It is time for the Yoruba nation to clean up its acts. What do we really want? How can we quickly right the wrongs? The Yoruba nation is in a state of arrested development. The Yoruba nation is gasping for breath and crying for help. Will you rise up to the occasion? I am aware you understand that all politics is local and charity begins at home. Our fathers gave us a proverb: 'Bi o'ode o dun, bi igbe ni'gboro ri'. I know there are no quick fixes but I also know that if there is anyone who has the capacity to do something about our current situation, that person is you. This should be the legacy you should think of. Your legacy is our future.

PMB IS NIGERIA'S PROBLEM NOT ITS SOLUTION - PETE HOEKSTRA

Two days after President Muhammadu Buhari wrote an article titled "The Three Changes Nigeria Needs," on the Wall Street Journal, former U.S House of Reps member, Pete Hoekstra has written a rejoinder titled "Buhari Is Nigeria's Problem, Not Its Solution." Read below;


Nigerian President Muhummadu Buhari writes of building an economic bridge to Nigeria’s future.  It’s hard to see how his administration’s inflexibility, lack of vision and reactive approach will achieve this.

Mr. Buhari notes that building trust is a priority for Nigeria. But an anti corruption drive that is selective and focused on senior members of the opposition party creates deep political divisions.

Meanwhile, members of Mr. Buhari’s own cabinet, accused of large-scale corruption, walk free. Seventy percent of the national treasury is spent on the salaries and benefits of government officials, who make upwards of $2 million a year.

As for Mr. Buhari’s ideas to rebalance the economy and regenerate growth, his damaging and outdated monetary policy has been crippling.

The manufacturing sector, essential to Nigeria’s diversification, has been hardest hit, exacerbating an already fast-growing employment crisis.

Foreign investors have started to flee en masse. Mr. Buhari makes only brief mention of the country’s deteriorating security situation. But security and stability are precursors to economic growth and development. Boko Haram has been pushed back for now, but little attention is paid to the structural issues that have spurred its rise.

Instead, the Nigerian government has diverted much-needed military resources to the Niger Delta, where rising militancy has reduced Nigeria’s oil production to less than half the country’s capacity, and half the amount required to service the national budget. Much of these tensions arise from Mr. Buhari’s decision to cut amnesty payments to militants and an excessively hard-line approach in a socially and politically sensitive environment.

Other ethnic tensions are also growing. In the country’s south, protests have been met by a bloody response from the Nigerian military, stoking the fire and galvanizing support for an independent state of Biafra. Rising tensions could again pose one of the greatest threats to Nigeria’s stability and future.
