NIGERIAN BANKS FINDS ALTERNATIVE FOR COT
Nigerian banks have mastered various means of robbing their customers.
Since the CBN ordered them to stop deducting COT on customers accounts with effect from this month, they have unveiled another method of stealing customers money by introducing what they call ‘a maintenance fee’. and they say it has the blessing of the CBN.
The amount to be deducted is N1 per N1,000 debit transactions on a current account. It does not affect savings account.
So if a customer withdraws N1million from his account, the bank lays claim to N,1000 out of the money. If one withdraws N2million, the bank charges a ‘maintenance fee’ of N2,000, according to a circular sent by one of the banks today.
This is the second maintenance fee bank customers will pay. The banks also charge ‘maintenance fee on ATM cards.
“We wish to inform you that effective January 2016, all customer initiated debit transactions on current accounts will attract a maintenance fee of N1(One Naira) per N1000(One Thousand Naira).
“This is in accordance with Central Bank of Nigeria’s (CBN) recent circular to all banks, stating that current account maintenance fees should be charged.”

SOME youths on Monday stormed the Ejigbo Police Division to protest against alleged illegal arrest and detention of a visual artist, Jelili Atiku, who had come for a programme in the area on Thursday.
We learnt that apart from Jelili, some women were also detained by the police who were reportedly acting on the orders of a traditional ruler in the area.
Our correspondent gathered that the youths stormed the station and demanded that Atiku and a fan, who was arrested with him, should be released by the police, saying the duo had committed no offence.
Our correspondent learnt that policemen arrested and detained some of the protesting youths on Monday.
Atiku, a visual and performance artist, who staged a performance on domestic terrorism in the area on Thursday, was said to have been arrested on the evening of Sunday, because the traditional ruler allegedly felt the artist did not consult him before the performance.
One of the youths, who identified himself only as Abiola, said the police had first arrested a participant at the event on Friday before Atiku was apprehended on Sunday.
He said, “Atiku is a multi-media visual and performance artist. He also won the 2015 Prince Claus Laureate. On Thursday, he came to Ejigbo and he staged a performance on domestic terrorism.
“A traditional ruler in Ejigbo with the connivance of the police started arresting people after the performance. One of those at the event was arrested on Friday. Jelili (Atiku) was arrested on Sunday.
“On Monday, we went to the station to demand the release of the artist, as no traditional ruler can be using the police to intimidate Nigerians.”
Another youth, who gave his name as Azeez, said, “The ruler uses men of the Oodua Peoples’ Congress and policemen to oppress the people. The police in Ejigbo have been compromised. What we are demanding is that Atiku should be released. He has committed no crime. We ask for his release from the police.”
One of the women who were arrested and who gave her name only as Alhaja Daramola, said, “I was among those arrested and I was taken to court without any offence. The police said I was selling hemp. I do not sell such. There were four of us who were arrested, and the police acted on the order of a traditional ruler.”
The Lagos State Police Public Relations Officer, SP Dolapo Badmos, said in a text message that Atiku had been charged to court.

GOVERNMENT SIMULATES PLANE CRASH IN LAGOS.
Officials of the Lagos State and the Federal Government on Thursday caused panic in the Oworonshoki area of Lagos during a simulation of a plane crash in the area.
The exercise was meant to assess the level of preparedness on the part of emergency agencies in handling disasters.
But as residents saw a plane plunged into the Lagoon, there was pandemonium as they thought the crash was real. Many of them ran towards the plane in a bid to save “trapped victims.”
The government, it was learnt, did not inform the community before the exercise.
It will be recalled that a Bristow helicopter with 12 persons on board had crashed in the area on August 12, 2015, killing six people, including the pilot.
The residents said the simulation looked real and was a sad reminder of the August 2015 crash.
A resident, Bola Oluwadare, said it took him some minutes to know that the crash was an exercise, adding that residents were caught unawares.
He said, “I was dressing up around 11.30am when I heard people shouting that plane had crashed again. I ran out to see what was happening. It was after the emergency agencies arrived that we knew it was an exercise.”
A shop owner in the area, Tajudeen Olagunju, said the scare created by the simulation caused many people to abandon their shops.
“I thought it was a repeat of the August 15 incident and so did most of us. I think the agencies did not inform us so that it would look real,” he said.
We gathered that the exercise was coordinated by the National Emergency Management Agency in collaboration with the Lagos State Emergency Management Agency and the Nigerian Airspace Management Agency, among others.
The spokesperson for NEMA, South West, Ibrahim Farinloye, said the agencies responded 15 minutes after “a distress call”. He said the exercise enabled the emergency agencies to know their strength in managing disasters.
He said, “The exercise was to determine our level of preparedness in disaster management. The carcass of a plane was dropped into the Lagoon at about 11.30am. Five helicopters of the Nigerian Navy, the Nigerian Airforce and Bristow were deployed within 15 minutes after the alert. Two ships from the Nigerian Maritime Administration and Safety Agency and the Nigerian Navy, two doctors and 30 nurses were also on the ground. Thirty local divers were first to respond.
“We assumed people on board were foreigners and the Nigerian Immigration Service was there to check their nationalities to know whether some of them were of questionable characters. Traffic was the challenge we faced to arrive at the scene, but a helicopter assisted us to drop some divers via parachutes.”
The General Manager, LASEMA, Mr. Michael Akindele, said the exercise would also assist in areas such as coordination, response time, capacity building and the use of equipment and personnel during emergencies.
“The larger community was not informed so that residents will also know that it is their responsibility to assist in emergency management,” he added.

The country sold N195.95bn ($975m) in Treasury bills with maturities from three months to one year in its second auction of the year on Wednesday, at higher yields than previously, the Central Bank of Nigeria said on Thursday.
The bank sold N36.78bn of three-month paper at 4.29 per cent, up from four per cent at a sale on January 6.
It also sold 39.17 billion naira of six-month debt at 7.59 per cent against 6.99 per cent, and N120bn of one-year paper at 9.32 per cent compared with 8.05 per cent.
Demand summed up to N288.98bn compared with N311.5bn last time. This are some of the different activities that the apex bank have been doing so that they can boost the economy of the nation and also to support the cost of running the country.

A Peoples Democratic Party Board of Trustees member, Chief Ebenezer Babatope, has said that he is in support of President Muhammadu Buhari’s anti-corruption war but warned that the war must not be selective.
In a telephone interview with our correspondent on Wednesday, the former Minister of Transport said that any Nigerian found culpable of looting public funds should be brought to justice.
Maintaining that the ongoing war against corruption by the Buhari-led administration was becoming selective, however, Babatope said the Federal Government must be careful not to make Nigerians see the anti-corruption campaign as a witch-hunt.
He explained that the PDP members currently on trial for receiving various sums of funds from the immediate past National Security Adviser, Col. Sambo Dasuki (retd.), would not have done so if they knew that the funds were meant for the purchase of arms.
Babatope said, “I wish Buhari the best of luck in his war against corruption but I don’t understand the nature of the anti-corruption war. When he was a military Head of State, he jailed politicians for allegedly embezzling security funds. Are we not on the same path again?
“No politician would take the money meant for securing the lives of Nigerian soldiers battling Boko Haram if they knew where the money was coming from.”
The party chief condemned the manner the National Publicity Secretary of the PDP, Chief Olisa Metuh, was brought in handcuffs into the Federal High Court premises in Abuja, on Tuesday.
“Buhari owes Nigerians and the world an explanation about the manner Metuh was brought to court. It’s enraging. We must be careful in this country. We all must support Buhari’s anti-corruption war but it must not be a witch-hunt,” he said.
Babatope, however, said that Metuh should be tried if funds from the Office of the NSA were traced into his private account but he added that bringing him into court in handcuffs was victimisation.

The Minister of Information and Culture, Alhaji Lai Mohammed, says corrupt politicians who are currently being probed by the Economic and Financial Crimes Commission have no moral authority to claim their rights were denied when their alleged actions eroded other people’s rights and led to countless deaths and suffering.
Mohammed said it was absurd that after stealing the country blind, some corrupt politicians were busy claiming their rights were infringed on.
The minister said this during a visit to the Women FM 91.7 radio station in Arepo, Ogun State, on Thursday.
He said human rights claims would not stop President Muhammadu Buhari’s anti-corruption war, adding that the Federal Government was not selective in its anti-corruption war as being claimed because it was only logical that the Peoples Democratic Party which was in power for 16 years should be the focus of the corruption probes.
He said, “The Federal Government is being criticised for infringing on human rights. This is not true. People who have stolen billions of naira have no moral authority to be claiming human rights when their theft left to the infringements of other people’s rights, deaths and suffering. We want Nigerians to weigh the matter. Fifty five Nigerians stole over N1.34tn in eight years. Should we now jetission the rights of 170 million Nigerians whose rights have been tampered with because of these few people who have stolen the country blind?
“When we start talking about human rights, we need to put the issue in the right perspectives. The granting of bail is at the discretion of the court of law and when there is a tendency that someone is likely to jump bail, such a right may be declined.”
Speaking on the report that two versions of the 2016 budget were presented to the National Assembly, Mohammed said the row was caused by ‘communication gap’ between the Presidency and the National Assembly.
He listed poor funding as one of the factors hindering the EFCC in prosecuting high-profile corruption cases.
He added, “While it takes just little time to prosecute an average offender, it takes seven years to prosecute a high-profile person for corruption charges. This is because the corrupt leaders can afford to hire the smartest lawyers which even the EFCC cannot afford to hire. Finance is crippling the operations of the anti-graft commission.”
In his remarks, the Chairman of WFM, Dr. Babatunde Okewale, hailed the Federal Government’s anti-corruption war, adding that it was unfortunate that women and children were the major victims of the public treasury looting.
“We would like the Ministry of Information to revamp the National Orientation Agency to help restore our cultural values and stop harmful cultural practices affecting women and the girl child,” he said.

The minister said this during a visit to the Women FM 91.7 radio station in Arepo, Ogun State, on Thursday.
He said human rights claims would not stop President Muhammadu Buhari’s anti-corruption war, adding that the Federal Government was not selective in its anti-corruption war as being claimed because it was only logical that the Peoples Democratic Party which was in power for 16 years should be the focus of the corruption probes.
He said, “The Federal Government is being criticised for infringing on human rights. This is not true. People who have stolen billions of naira have no moral authority to be claiming human rights when their theft left to the infringements of other people’s rights, deaths and suffering. We want Nigerians to weigh the matter. Fifty five Nigerians stole over N1.34tn in eight years. Should we now jetission the rights of 170 million Nigerians whose rights have been tampered with because of these few people who have stolen the country blind?
“When we start talking about human rights, we need to put the issue in the right perspectives. The granting of bail is at the discretion of the court of law and when there is a tendency that someone is likely to jump bail, such a right may be declined.”
Speaking on the report that two versions of the 2016 budget were presented to the National Assembly, Mohammed said the row was caused by ‘communication gap’ between the Presidency and the National Assembly.
He listed poor funding as one of the factors hindering the EFCC in prosecuting high-profile corruption cases.
He added, “While it takes just little time to prosecute an average offender, it takes seven years to prosecute a high-profile person for corruption charges. This is because the corrupt leaders can afford to hire the smartest lawyers which even the EFCC cannot afford to hire. Finance is crippling the operations of the anti-graft commission.”
In his remarks, the Chairman of WFM, Dr. Babatunde Okewale, hailed the Federal Government’s anti-corruption war, adding that it was unfortunate that women and children were the major victims of the public treasury looting.
“We would like the Ministry of Information to revamp the National Orientation Agency to help restore our cultural values and stop harmful cultural practices affecting women and the girl child,” he said.

According to Nigeria’s Minister of Transportation and Aviation, Mr. Rotimi Amaechi, disclosed that the government is “not going ahead with the university project proposed by NIMASA”
The Minister said that the two transport Institutes in Zaria will be considered for upgrade to University status as opposed to building a new one;
“we have Nigeria Institute of Transport Technology, Zaria, and we have the Nigerian College of Aviation in Zaria which we could upgrade to a University status and NIMASA is proposing to build a new one.”
Amaechi, gave the hint in Abuja on Tuesday, when he appeared before the Senate Committee on Marine Transport, headed by Senator Ahmed Sani, to brief the senate panel on the activities of the agencies under his supervision.
“Who will attend the University? How many parent will allow their children to go to such place where it propose to site the University? What is the aim of the University that we cannot achieve in Oron where they have all the necessary infrastructure.”
Amaechi also said that the Maritime University is a waste of resources and bemoaned that ” a lot of money had already been released for the University project” He added that “there is no structure on ground but just the feasibility study.”
In strong words the Minister has requested for the refund of any contractor who has been paid to begin some level of work on the proposed Maritime university “Whoever that is holding on to the money should better return it. The Chinese company contracted, confirmed that only the feasibility study was in place.” Mr. Amaechi said.

The European Union (EU) has reacted to a call by the Organisation of Emerging African States (OEAS), seeking self-determination of a Biafra government.
The group had written to the EU’s High Representative for Foreign Affairs and Security Policy, Miss Federica Mogherini, stating reasons for the call for secession.
One of the reasons was that Biafra was Africa’s first true post neo-colonial state that corresponded to no known former colony.
The OEAS claimed to represent the Biafra government in exile which was said to have been established in 2007 in Washington DC, as the external continuation of the Republic of Biafra.
A letter from Miss Mogherini’s office stated that “the EU has a longstanding, multi-faceted relationship with Nigeria and engages in regular dialogue and cooperation with the government and civil society”, adding that it followed all political developments in the country very closely.
The EU representative also said that “as far as questions of self-determination and changes to national borders are concerned, they are best regulated in accordance with established international law and relative customary practice”.

The legal battle over the appointment of Caretaker Committees to manage the affairs of Local Government Areas and Local Council Development Areas in La gos state has shifted to the Court of Appeal Lagos, Division.
Justice Abdulfatai Lawal presiding over a Lagos high court had on 23 October, 2015 declared the appointment of caretaker committees over the administration of local government councils in Lagos State illegal and unconstitutional.
Dissatisfied with the verdict of the court, Lagos State filed Notice of Appeal against the judgement and prayed the court to stay execution of the judgement pending the hearing and determination of its appeal before the Court of Appeal.
When the matter came up Monday, Justice Lawal ordered that the records of the proceedings should be transmitted to the Appeal Court following the Notice of Appeal filed by Lagos State dated 17 November, 2015.
The court in a suit filed by the National Conscience Party (NCP), through its lawyer, Ebun-Olu Adegboruwa directed Lagos State Independent Electoral Commission, LASIEC, to conduct elections in all local governments within thirty days.
The court held that no governor is empowered by the constitution to take over the administration of local governments through sole administrators or caretaker committees.
Justice Lawal further stated that the system of Local Government can only be managed by democratically elected people and if the state House of Assembly should make any law validating sole administrators for local government, such law will be invalid and unconstitutional.
The court further declared the Lagos State Local Government law, which allows for the appointment of caretaker committees, as illegal and unconstitutional.
The court also held that section 1(3) of the constitution stipulates that Nigeria should not be run in any manner that is contrary to the constitution.
The court rejected the argument of LAISEC that it was waiting for voters’ register from INEC since the same voters’ register and polling booths were used for the April 2015 elections.
Consequently, Justice Lawal directed LASIEC to conduct elections in all local governments within 30 days.
The applicant, National Conscience Party, through its National General Secretary, Comrade Ayodele Akele, had filed the action for a declaration that the local governments in Lagos State can only be run and managed by a democratically elected administration.
However, Lagos State government and LAISEC had argued that unless INEC gave voters’ register to LAISEC, election cannot be conducted.
They argued further that the delay in the conduct of elections into local government could not be blamed on the Lagos State government, and therefore urged the court to dismiss the case.
The Court of Appeal is yet to give a date for the hearing of the appeal.

The newly-crowned Ooni of Ife, Oba Adeyeye Ogunwusi, on Sunday made a historic visit to the Alaafin of Oyo, Oba Lamidi Adeyemi, who celebrated his 45th coronation anniversary.
The visit by Ooni was unique as he became the first Ife monarch to visit the Alaafin since 1937. The visit was also exceptional, especially with the supremacy battle that existed between the Alaafin and Ogunwusi’s predecessor, Oba Okunade Sijuade.
Witnessing the historic visit were about 100 Yoruba traditional rulers.
At the Methodist Church, Apaara, Oyo, where the Alaafin coronation anniversary thanksgiving was held, there were mixed feelings among dignitaries at the church after it was announced that the new Ooni had reached Oyo to celebrate with Alaafin.
Ogunwusi arrived at the church to the warm embrace of the Alaafin, who shook hands with him as the congregation watched and expressed admiration for the historic union.
Speaking on the visit, Alaafin said it was the first by any Ife monarch since 1937. He also said that although he did not enjoy cordial relationship with the past Ife monarch, he related well with the other Yoruba obas, while also commending the new Ooni’s move to reconcile all Yoruba monarchs.
He said, “May your reign be long, Ooni. I am happy with Ooni Ogunwusi’s moves to unite all Yoruba Obas. This special visit was done last in March 1937, that was the first time the kings in Yorubaland met in Oyo town. Today, history was made with the visit of Arole Oodua Enitan Ogunwusi, Ojaja II and I feel delighted to host you and to reassure you that I will be ready to work with you.
“I had a close relationship with Ooni Adesoji Aderemi and I did not want to relent my bound with any Ooni of Ife that assumed the post, but everybody has his own little differences.”
In his speech, Oba Ogunwusi said he recognised the place of Oyo monarch in Yoruba history, adding that a new dawn had fallen on Yoruba monarchs and the people.
“It is a new dawn for all Yoruba sons and daughters around the globe. Ore l’a o mase…Awa o ba ti ja wa ooo, Ore l’a o ma se (We are friends and not enemies). I am here today though not invited but as the Arole Oduduwa, the onus is on me to felicitate with all sons and daughters wherever they are and to show my solidarity for any of them.
“I am ready to damn any consequences or insinuations from anywhere; my mission here is to preach peace among the Yoruba, both home and abroad and I am ready to work with the Alaafin of Oyo, Oba Olayiwola Adeyemi, to project the unity and love which we believe is existing in the days of our forefathers.” Ooni said.
After the service, the monarchs including Oba Ogunwusi and other well wishers moved to the Alaafin’s palace, where they were entertained.
